The believer must not resort to the flesh, but be led by the Spirit. Today on A Study In The Word, Evangelist Jimmy Swaggart and panel read Romans 8:9 discussing how every believer has the Holy Spirit living inside; however not every believer has the baptism with the Holy Spirit, but they CAN have the baptism with the Holy Spirit if they want it. Brother Larson says we must not demand exclusivity of either of these, because they are to work together in the life of every believer. At salvation, we are washed of our sins and forgiven, given the Holy Spirit within to transform our life and living. Asking for the baptism of the Holy Spirit is a second subsequent work that God will give to support our faith anchored in Christ and the Spirit will lead us into service to reach others for His kingdom.
