The panel again reads Acts 19:1 and teaches on the urgency that the early church had for believers to be baptized in the Holy Spirit. However, the Holy Spirit is still able to work to an extent in the life and ministry of believers who are not baptized in the Holy Spirit. The panel further discusses the term "baptized in the Holy Spirit" and how it has been interpreted in different times and by different denominations.
