Brother Watts says can you function in these two roles without the baptism of the Holy Spirit, yes, but should you, no. The infilling of the Spirit with the evidence of speaking in other tongues is part of the equipping that God has given to the New Testament church. This is the anointing God gives to His children to be empowered to take the gospel to the lost.
